Major Supporters

The following TLC supporters have provided major funding for preserve acquisitions, stewardship, development, and project and staff capacity. We thank everyone for sharing our vision and supporting the TLC.

The Carls Foundation
The Carls Foundation of Bloomfield Hills, Michigan has been a major supporter of land conservancies and preservation in Michigan. In 2020, The Carls Foundation provided the TLC a large match-grant to acquire the 42-acre Bidwell Sanctuary in Burtchville Township, Saint Clair County. Without their support, the acquisition may not have happened. In 2023, the foundation gave the TLC another large grant to purchase the 27-acre Shorewood Forrest Northeast Sanctuarynin Fort Gratiot Township, Saint Clair County. In 2025, The Carls Foundation awarded the TLC a $100,000 match-grant for staff pay to increase our preserve stewardship and fundraising capacity.

The Carls Foundation has funded a number of land preservation projects in our region where few other foundations have. Funded projects include the Sharon Rose Leonatti Memorial Nature Sanctuary in Kimball Township, Saint Clair County with a large population of Michigan Endangered Painted Trillium, and large parts of Anchor Bay Woods in New Baltimore adjacent to the TLC Gerrits Sanctuary in Ira Township. William and Marie Carls established the Carls Foundation in 1961 to fund children’s health and welfare. The Foundation added the preservation of natural areas in Michigan through land conservancies in 1995. Bill Carls immigrated to the United States from Germany in 1924 at the age of 21. With his training and experience in European apprentice programs, he was readily employed with major industrial companies in Detroit. In 1945, Bill Carls started Numatics, Inc. in his garage. The company was headquartered in Highland, Michigan and became a leading worldwide manufacturer of industrial air valves. They had a plant in Sandusky, Michigan for many years.

Consumers Energy Foundation
In 2019, the Consumers Energy Foundation provided the TLC a generous grant for acquisition of the 42-acre Bidwell Sanctuaryin Burtchville Township, Saint Clair County, part of the Southern Lake Huron Coastal Park. In 2023, the Foundation again supported acquisition in the Southern Lake Huron Coastal Park by awarding the TLC a large grant to purchase the 80-acre Shorewood Forrest Southeast Sanctuary in Fort Gratiot Township, Saint Clair County and establish a stewardship endowment fund.

Ducks Unlimited, Michigan Conservation Program
In 2024, Ducks Unlimited awarded the TLC a major grant through their Wetland Conservation Program to purchase and restore the 113-acre Morley Sanctuary north of Bay City in Bangor Township, Bay County. The TLC acquired the Morley Sanctuary in 2025 and is in the process of planning restoration of about 90 acres of imperiled lakeplain prairie.

In 2024, Ducks Unlimited awarded the TLC another major grant through their Wetland Conservation Program to purchase an important natural area along the Pinnebog River in Huron County. That purchase is yet to be finalized.

The Regional Biologist for the Ducks Unlimited, Wetland Conservation Program, administers the grant on behalf of the TLC. Ducks Unlimited began in 1937 as an organization focused exclusively on protecting ducks and other waterfowl game species. North American Wetlands Conservation Council
Ducks Unlimited, Michigan Conservation Program
With the help of Ducks Unlimited, the TLC received a substantial grant from the North American Wetlands Conservation Council in 2024 to acquire more wetlands within the Southern Lake Huron Coastal Park project area. This funding was used to purchase the 5-acre Cunningham Connector Sanctuary in Fort Gratiot Township, Saint Clair County and to establish a stewardship endowment fund.

The North American Wetlands Conservation Act (NAWCA) was enacted in 1989 to provide federal cost-share funding to support the North American Waterfowl Management Plan, an international agreement that provides a strategy for the long term protection of wetlands and associated uplands habitats needed by waterfowl and other migratory birds in North America. NAWCA funding is provided through a competitive grant-based program. For more information, see:

Community Foundation for Southeast Michigan
The Community Foundation for Southeast Michigan made a significant grant to the TLC through the Wilson Legacy Design and Access Fund for the acquisition of the 42-acre Bidwell Sanctuary in Burtchville Township, Saint Clair County, part of the Southern Lake Huron Coastal Park.

The Community Foundation for Southeast Michigan creates permanent, positive change in southeast Michigan through thoughtful philanthropy. With generous support from thousands of donors, the Community Foundation is building permanent endowment for the region and helping individuals, families and businesses fulfill their charitable goals. Among other focus areas, the Ralph C. Wilson, Jr. Foundation supports physically active lifestyles through trails, parks, and green design. Ralph Wilson was a Detroit native and the founding owner of the Buffalo Bills football team. In 2015, the Wilson Foundation made a grant to create a permanent legacy endowment fund with the Community Foundation for Southeast Michigan. Specifically, the Wilson Legacy Design and Access Fund supports projects in southeast Michigan that serve to increase the walkability and bikeability of local communities and/or increase outdoor recreational activities within the region. Community Foundation of St. Clair County
In 2020, the Community Foundation of St. Clair County made two significant grants to the TLC for the acquisition of the 42-acre Bidwell Sanctuary in Burtchville Township, Saint Clair County, part of the Southern Lake Huron Coastal Park. Half of the total grant was provided directly by the Foundation, and the other half was provided by the Franklin H. and Nancy S. Moore Donor Advised Fund of the Community Foundation of St. Clair County.

The Community Foundation of St. Clair County is the oldest and largest foundation in Michigan’s Thumb Coast. The Foundation strives to address the region’s opportunities and challenges through like-minded donors and partners with a goal of increasing regional vibrancy and prosperity. Formed in 1944, the Community Foundation manages approximately $80 million in assets, including the Blue Water River Walk, farmland, Studio 1219, the courtyard in Riverview Plaza along with 260 grantmaking funds. In 2022, the TLC was awarded a grant of $4,500 through the Bioregion Reparation Fund of the Community Foundation of St. Clair County to construct a kiosk at the entrance of the Bidwell Sanctuary, providing information about the ancient dune and swale complex along Lake Huron and the Southern Lake Huron Coastal Park. The Bioregion Reparation Fund was established in 2018 by the Full Circle EcoHouse of Prayer of Port Huron, founded and run by Sister Veronica Blake and Sister Concepción González; well known members of the Blue Water area environmental community. They started the Bioregion Reparation Fund to carry on their legacy of ecological education, spirituality, and restoration in the bioregion defined by Lake Huron, the Saint Clair River and the Black River watersheds. Bay Area Community Foundation
In 2025, the Bay Area Community Foundation made a generous grant to the TLC for planning and development of park facilities at our 113-acre Morley Sanctuary in Bangor Township, Bay County.

The Bay Area Community Foundation is a nonprofit organization created by and for the people of the Saginaw Bay Area. Since 1982, the BACF has made charitable gifts to support arts and culture, community initiatives, education and youth, environment, health and wellness, human services, and recreation in the Bay Area. The BACF manages a permanent endowment and award grants to address the community’s most pressing needs and promising opportunities.

Cargill Salt of Saint Clair
Cargill, Incorporated
In 2020, Cargill Salt of Saint Clair and the national office of Cargill, Inc. made a generous combined grant to the TLC for the acquisition of the 42-acre Bidwell Sanctuary in Burtchville Township, Saint Clair County, part of the Southern Lake Huron Coastal Park.

Cargill Salt of Saint Clair specializes in the production of food-grade salt and other salt products from the natural salt deposits underlying the area. One of their unique salts, produced only in the Saint Clair facility, is Alberger flake salts, used to make Lay’s potato chips and Reese’s Peanut Butter Cups. Cargill Salt has long supported environmental efforts in the Blue water Area, including the annual Saint Clair County Earth Fair and Saint Clair County Sturgeon Festival. SEMCO ENERGY Gas Company
In 2020 and 2023, SEMCO ENERGY Gas Company made grants to the TLC for the acquisition of the 42-acre Bidwell Sanctuary in Burtchville Township, Saint Clair County, part of the Southern Lake Huron Coastal Park, for the acquisition of the 27-acre Shorewood Forrest Northeast Sanctuary in Fort Gratiot Township, Saint Clair County, also part of the Southern Lake Huron Coastal Park. In 2025, they made an additional grant to help the TLC match the challenge grant from The Carls Foundation for staff pay.

SEMCO ENERGY Gas Company, headquartered in Port Huron, Michigan, delivers natural gas to residential, commercial, and industrial customers in the southern half of the Lower Peninsula, including in and around the cities of Albion, Battle Creek, Holland, Niles, Port Huron, and Three Rivers, and the central, eastern, and western parts of the Upper Peninsula. Saint Clair County Drain Commissioner
While not funders, the TLC has managed to partner with two Saint Clair County Drain Commissioners, Fred Fuller and Bob Wiley, who have both assisted greatly in furthering the cause of wetland preservation in the County.

Beginning in the late 1990s, Fred Fuller implemented storm water management rules, site plan reviews for wetlands, water quality programs, and natural stream management. All of this benefited County taxpayers, not only in terms of environmental health, but saved them a lot of money by reduced dredging and by avoiding expensive new drain projects because developers filled yet more wetland and built houses on it with flooded basements and cracked foundations. Fred was the first in Saint Clair County, that we are aware of, to seek approval from then Michigan Department of Environmental Quality to preserve existing, high-quality wetlands as mitigation for State-permitted wetland impacts for County drain projects. Not only was this a cheaper mitigation option than trying to construct new wetland, but made use of the County’s abundant wetland just as the housing and real estate market began crashing in 2007 and resulted in protection of a very significant natural community. In 2008, Fred donated our first preserve to the TLC; the 18-acre Dead End Woods Sanctuary in Fort Gratiot Township, Saint Clair County. The property was placed under a State conservation easement as wetland mitigation for a drain project. In receiving the preserve, the TLC agreed to take over all stewardship, monitoring, and reporting responsibilities for the conservation easement.

Not long after he took over as Drain Commissioner in 2009, Bob Wiley also realized the benefits of preserving existing, high-quality wetlands as mitigation for County drain projects rather than trying to construct new wetlands. The purchase of credits through wetland mitigation banks was largely not possible until the late 2010s. Starting around 2012, it became necessary to provide wetland mitigation for a large drain project. Bob began buying significant wetland acreage to be preserved as mitigation, particularly the imperiled dune and swale forest in Fort Gratiot Township, Saint Clair County, where he set aside nearly 250 acres that has become part of the Southern Lake Huron Coastal Park. Then Michigan Department of Environmental Quality, now Michigan Department of Environment, Great Lakes, and Energy, have essentially approved this land as a preservation bank, of which about 42 acres has been placed under State conservation easements for drain projects and another 52 acres for other County projects. In addition to the dune and swale forest, Bob preserved a very high quality northern swamp forest complex in Kimball Township, Saint Clair County, adding about 30 acres of land to the existing 10-acre Michigan Nature Association Sharon Rose Leonatti Memorial Nature Sanctuary. He has also purchased mitigation land in the south end of Saint Clair County along Lake Saint Clair.

Pete & Angelene Catlos
Pete and Angelene Catlos of Fort Gratiot are long-time supporters and sustainers of the TLC. Their continued donations have given the TLC a major boost in our capacity to administer operations and expand our work. Pete and Angelene have lived in Old Farms subdivision next to our Dead End Woods Sanctuary in Fort Gratiot, Saint Clair County since 1999. Pete is self-employed as a general business consultant and is very interested in nature conservation and preservation. Pete says, “Looking out our dining room windows to the Dead End Woods has given me and my wife great pleasure. I am grateful for the opportunity to give back to the Thumb Land Conservancy by supporting their efforts to maintain and expand the preservation of natural spaces in our area, to give others the same chance to enjoy nature. I believe that the work of the conservancy has a major impact on the quality of life in our community”.

The TLC benefits from helpful neighbors who keep an eye on our sanctuaries. This is particularly important for those that adjoin residential properties like the Dead End Woods Sanctuary; surrounded on three sides by residences. Recurring issues have included falling trees, unauthorized trails, tree cutting, ORV incursions, and dumping of yard waste and building debris.

Pete Catlos approached us in 2020, proposing to serve as “Warden” of the Dead End Woods. We welcomed his offer but still owe him a special warden hat. As our Warden of the Woods, Pete has installed boundary signs to notify the public of use restrictions according to the State wetland conservation easement placed on the sanctuary in 2007. Pete helps the TLC by communicating with neighbors around the sanctuary. He monitors use of the Dead End Woods and reports to us any concerns. He hopes to encourage contributions and sustaining memberships by fostering a sense of neighborhood buy-in and appreciation of the sanctuary. All of what Pete is trying to
accomplish is just the type of help that the TLC needs for our preserves. We are very grateful for the support of Pete and Angelene.

Elizabeth “Bess” Touma, Christine Powell & Bern Smith
Our supporters are very important to the continued work of the TLC, but not all of them are local, at least not in recent years. Bess Touma, and Christine Powell and Bern Smith, live in Washington DC. Twin sisters, Chris and Bess grew up in Port Huron on Lake Huron. Their father, Dr. George C. Touma, was a local dentist in Port Huron. Bern, who is married to Chris, has spent his life in property restoration in the San Francisco Bay Area, so he was immediately attracted to the work of the TLC. The Touma family stays current on what is happening in the Port Huron area and visits from time-to-time for family reunions, as they did in August of 2025 when they joined the TLC for a walk on the new Shorewood Forrest Southeast Sanctuary in Fort Gratiot.

Bess, Chris, and Bern were introduced to the TLC through an article in the Port Huron Times Herald in 2020 about our Bidwell Sanctuary acquisition and the Southern Lake Huron Coastal Park project. They contacted the TLC for more information and after a few phone conversations and email correspondence with TLC Executive Director Bill Collins, they made the decision to financially support the work of the TLC.

Bess, Chris and Bern are attuned to the natural environment through hiking, cycling, sailing, and birdwatching. They feel it is important to preserve what is left of our natural environment, and thus are volunteers at The Tregaron Conservancy and Rock Creek Park in Washington DC, and with The Marine Mammal Center in California. Bern has also been involved with building public trails and provided the TLC with advice and references to help with our Southern Lake Huron Coastal Park Trail. They thank all the volunteers for spending their time and experience to protect and restore natural areas around Port Huron and provide for visitor access. They are proud to be a part of an effective and impactful organization and look forward to working together to protect
the natural heritage of Michigan’s Thumb region.

Just after our August 2025 outing at the Shorewood Forrest Southeast Sanctuary, they pledged a substantial donation, in addition to the regular donations, to help the TLC meet the match grant awarded by The Carls Foundation to pay our stewardship and fundraising staff. At the same time, we were in the process of acquiring a new 31.62- acre parcel on the north side of Brace Road as part of our Southern Lake Huron Coastal Park. Because of the generosity and encouragement of Bess, Chris, and Bern, the TLC Executive Board chose to honor them by naming our new preserve the “Touma Family Sanctuary”. We truly appreciate their support.
